Place the bulgur wheat in a bowl and sprinkle with salt. Pour the boiling water over. Cover the bowl and let sit for 30 minutes. Drain, as needed.
In a large mixing bowl, stir together the cooked bulgur wheat, tomato, cucumber, red bell pepper, parsley and red onion until well-combined. Drizzle with lemon juice and olive oil and toss well to combine.
Taste, and adjust seasoning as desired.
This can be served immediately or chilled for later. The flavor only gets better with age.
